Water agreement

I have a few questions about our wonderful deal with SRP.

Does the agreement not to pump more than 2520 acre feet of ground water include private wells already in existence?
Does it keep private citizens from drilling thier own wells? If it does, what right did the Town have to give away our private rights as landowners?
Who and how much is it going to cost to monitor how much water Payson pumps from existing wells, and if they can't pump more than the 2520 acre feet, why would Payson drill new wells?
Will Payson be allowed to drill more wells outside the town limits like the Tower Well and use that water or are we stopped in our tracks with what we have?

If it is the Navajo Tribe that may raise legal issues and SRP expects Payson to help pay legal fees, we are in trouble. I don't think the whole state of Arizona has enough money to fight the Navajo Nation.

Is this really the great deal the water czar thinks it is?
From what I have read in the papers, looks like that 34 years could have been used more wisely.
